In the USA we believe that the majority of our people are of good will, they will "do the right thing" if they understand what is proper. Getting that message to them is the hard part. People are busy, they are bombarded with messages of all kinds, and many filter out everything that is not of immediate interest. Educational messages must "cut through the clutter" of competing messages.
